Beyond state requirements: Examining teacher preparation for literacy instruction in United States teacher education programs
Abstract
In this study, we examine the current state of U.S. teacher preparation for literacy instruction in a dynamically changing educational environment. Building on the investigation of Hoffman and Roller (2001) in an effort to continue the profes- sional practice of self-scrutiny and reflection, this study focuses on key findings in certification requirements, coursework, practica, and program assessment to discuss areas of need and emerging strengths in teacher preparation. Through a two- year investigation, we gathered and analyzed website, survey, and interview data on teacher certification requirements in the United States. Results suggest that disparities exist across the states’ requirements; yet despite these inconsisten- cies, teacher preparation programs continuously update practices to reflect current research trends and incorporate more content than required by state policies. Programs described using comprehensive approaches to literacy instruction that included various traditional and new components. There was some variation in emphasis for some components such as disciplinary literacy, instruction for culturally and linguistically diverse students, and instruction for students living in low socioeconomic circumstances.
